On 20 July 2026, the Department of Telecommunications notified the Telecommunications (Authorization for Telecommunication Network) Rules, 2026, establishing a unified authorization framework for establishing, operating, maintaining and expanding telecommunication networks. The Rules introduce six categories of authorization and set out the eligibility, application and grant process, financial requirements, duration and renewal, transfer and surrender conditions, and technical, operational and security obligations applicable to authorized entities. They also prescribe specific requirements relating to lawful interception, trusted sources and products, foreign-national security vetting, and remote access.
