The white paper proposes a proactive “techno-legal” approach that embeds legal obligations directly into AI architecture, moving beyond reactive regulation to a model of “innovation and safety.” This framework applies technical controls, such as privacy-enhancing technologies and AI firewalls, across the entire AI lifecycle, supported by institutions like the AI Governance Group and the AI Safety Institute. By leveraging Digital Public Infrastructure (DPI), the approach aims to automate compliance, mitigate deepfake risks, and ensure alignment with international standards. This strategy seeks to foster a trusted AI ecosystem that is transparent, provable, and aligned with India’s unique socio-economic and demographic priorities.
